I am directed by the Board of Trade to state thas they have received from the Colonial Office copies of the reports of your work as Trade Correspondent of their Commercial Intelligence Branch which you furnished to the Colonial Secretary of Hongkong on the 22nd, Hovember and the 18th. December respectively.

The Board observe that in your first Report you state that as regarde Hongkong exports you have replied to all

The Gomarelal enquiries "without regard to nationality". Intelligence Branch have not apparently ressived during the last year any letters written by you to enquiries in foreign sountries, and it is to be presumed therefore that you have sent your replies direct to auch enquirers.

I am to point out that, in accordance with paragraph

5 of your Instructions replies sent by you in your capacity of Imperial Trade Correspondent to applicants in fopsign countries should be sent to the Commersial Intelligenes Branch and you will realise that it is of particular importance at the presená tims that snquiries by foreign firns for Chinese and Hongkong produsta should be supervised by His Majesty'■ Government since a number of these products (of which a list is given in your report of Desember 10th) are sontraband, as for example, ground nute, canes, animal and vegetable oils and fats, and foodslätts, and the Board cannot but recognise the possibility that the increase in the number of enquiries respecting these articles may be due to the afforts of traders in neutral countries to

obtain supplies for the enemy.
